The picture program we use comes with a default "Rate this picture" setting, with a rating scheme of 1 - 10. I have disabled that feature as most of the people who do post their images aren't there to have their pictures judged. They are just sharing. The picture ratings just show you what the "average" person likes and dislikes, and when you deal with adult imagery and the various fetishes we all are into, it can dissuade people that are different from the norm to post.
