The numbers are there because the text originally came from a different system than BP uses (I'm assuming you copied and pasted). Typically this is a Mac/PC thing, although it's sometimes how a word processor handles text. You see it all the time in website addresses.

The numbers are in place of a symbol. The &#146 is an apostrophe, the &#133 is an elipsis (you know - those three dots that drift a sentence off . . . ). 147 and 148 are quotation marks.
